The Office of the Police & Crime Commissioner supports the Commissioner in achieving the priorities set out in the Police & Crime Plan and assists the Commissioner to hold the Chief Constable to account for the delivery of policing services.
The majority of roles within the OPCC are full time and funded through the OPCC staffing budget. Some roles are part time, part funded or fully funded via other sources. The staffing establishment (excluding the PCC) is broken down as follows:

Staff in FTE roles are permanent and form the ‘civil service’, providing core support to the Commissioner. With the exception of the Deputy Police and Crime Commissioner (if appointed), they are not political appointees and are politically restricted. The Chief Constable also provides a range of professional, transactional, support and administrative services reasonably required by the Commissioner or staff within the OPCC on the Commissioner's behalf. Further details can be found within the Memorandum of Understanding on the provision of support services.
The Chief Executive’s role is to support and advise the PCC in delivering his priorities and in undertaking the statutory duties and responsibilities, including as the Head of the Commissioner's stass, as defined in Schedule 1, Paragraph 6(1) (a) of the Police Reform & Social Responsibility Act 2011, and to carry out such duties efficiently and effectively as well as the statutory duties of the Monitoring Officer to the Commissioner, as defined in Schedule 16, paragraph 202(3) of the Police Reform & Social Responsibility Act 2011.

The fulfilment of all statutory obligations of the Chief Finance Officer in the Office of the Police and Crime Commissioner as set out in paragraph 6 of Schedule 1 to the Police Reform and Social Responsibility Act 2011 and Sections 113 and 114 of the Local Government Finance Act 1988, and as prescribed by the Home Office Financial Management Code of Practice and other relevant legislative provisions.
Lead the development, implementation and monitoring of commissioning strategy, policy and procedures to ensure commissioned services meet the needs of the community, and victims; and supports the delivery of the Police and Crime Plan.
Leads the response and strategic planning of reducing Serious Violence in the county of Cheshire, ensuring they develop and implement strategies that underpin the strategic plan that ensure the management and assessment of threat, risk and harm.
In addition to core responsibilities the role will include the following specific responsibilities:
To provide a comprehensive and strategic level of policy development, advice and support to the Police and Crime Commissioner and support the scrutiny function.
This is a hands on, tactical role where the postholder will be required to develop and implement comprehensive stakeholder engagement and management strategies to support the Commissioner in the delivery of the Police and Crime Plan.
To provide effective governance arrangements to support the statutory oversight and decision making function of the Police and Crime Commissioner, ensuring compliance with the Police Reform and Social Responsibility Act 2011 and all other related legislation and government policy.
To support the Principal Commissioning and Partnerships Officer in ensuring that services are strategically relevant, meet identified needs and agreed outcomes, achieve performance targets and are high quality and cost effective.
To be responsible for the co-ordination, development and delivery of projects and initiatives within the Office of the Police and Crime Commissioner using a project management approach.
The postholder will be responsible for oversight and delivery of developments linked to the Commissioner’s Police and Crime Plan and for successful implementation and reporting of internally and externally funded projects.
Lead on the development and successful completion of specified medium sized projects (including Anti-Social Behaviour project) within the OPCC to deliver project objectives on time and within budget.
Ensure that realistic project and quality plans are developed and maintained and manage expectations of project stakeholders.
Work with the OPCC Chief Finance Officer and Principle Commissioning and Partnerships Officer to develop a project budget and project plan that meet the requirements of the project funding authority.
To project manage the implementation of legislation and statutory duties placed upon the Police and Crime Commissioner and their office.
To attend relevant meetings on behalf of the OPCC, including those associated with the governance of specified projects.
Develop guidelines, procedures, and templates to collect and maintain consistent data and provide hands-on delivery support for OPCC projects.
Develop change/project/programme and portfolio management and delivery expertise; acquiring knowledge and skills to update learning and contribute to organisational objectives.
Engage with the Senior Management Team to facilitate the identification and management of benefits being realised from the specified projects in support of the Commissioner’s Police and Crime Plan.
Secure support and assistance from partner agencies, in the public, private and voluntary sectors, in the delivery of the projects.
To manage relevant stakeholders (internal and external) to ensure completion of project tasks within planned timescales and budgets to produce a solution that will meet quality criteria.
Ensure relevant due diligence checks have been undertaken and reporting and quality measures are in place.
Carry out research into best practice and feed this into the project delivery, making changes where necessary to ensure full delivery against project objectives.
To identify and monitor project issues, actions, changes, and risks to ensure projects are developed and delivered with effective cost, quality, and timeliness controls.
To develop and actively maintain project reporting requirements across a range of governance groups and partners.
To collate information and produce project reports and logs and to work in partnership with partners to prepare and agree evaluation and benefits realisation reports.
Complete and collate quarterly project returns, including collation of budget and actual spend and performance data where appropriate.
Ensure the Commissioner and OPCC meet their duties and responsibilities for equality, diversity and human rights and help promote the Commissioner’s commitment to equality.
Any other duties commensurate with the post as directed by the Principle Commissioning and Partnerships Officer
To provide a research and analysis function to support the delivery of the Police and Crime Plan and support to the Commissioners volunteers.
To support the delivery of the Commissioner’s engagement, consultation and communication activities, including responding to media issues, to protect and enhance the reputation of the Commissioner. Ensure that news and information reaches the right audiences in the most effective and impactful way delivering a cohesive approach to the production of publications and delivery of marketing campaigns and events.
Utilising a fresh and innovative approach to provide all-round communications support for the Police and Crime Commissioner via digital and traditional media channels, in addition to graphic design support. To inform campaigns and strategies designed to support the delivery of the Police and Crime Plan.
To provide effective administrative support, to ensure an efficient governance function and the administration and coordination of public contact that supports the delivery of the Police and Crime Plan.
To independently conduct reviews of police complaints, on behalf of the local policing body as the relevant review body, in accordance with relevant legislation and IOPC statutory guidance on the police complaints system. To ensure legislative and procedural compliance in respect of the receipt, assessment and handling of applications for review received by the OPCC, from members of the public, following the outcome of a complaint to Cheshire Constabulary.
To provide a professional PA and secretarial service to the Police & Crime Commissioner (PCC) delivering a professional level of service including complex diary management and highly efficient and organised service for senior level meetings both internally and externally with members of the public.
To provide administrative support to the Deputy Commissioner and Chief Executive and general assistance to help ensure the effective operation of the Office of the Police and Crime Commissioner.
