Ensuring public services are accountable to the public

In any healthy democracy, checks and balances are not just important, they are essential. They ensure that power is exercised responsibly, decisions are scrutinised, and public services remain accountable to the people they serve. Nowhere is this more critical than in policing and the wider criminal justice system.

As your Police and Crime Commissioner (PCC), I am proud to play a central role in this system of accountability. My position exists to ensure that Cheshire Constabulary operates not only effectively, but ethically, transparently, and in line with the values of the communities it serves.

The criminal justice system is complex, and no single part can function effectively in isolation. My role is to act as a bridge, connecting the police with the public, and ensuring that the system remains transparent, responsive, and fair.

Unlike internal oversight mechanisms, my office is entirely independent of the police. That independence is not symbolic. It’s functional. It allows me to challenge decisions, scrutinise performance, and ask the difficult questions. I am here to represent you, the public, enabling your voice to be heard. I ensure that policing is done with integrity and fairness.

One of my key responsibilities is to hold the Chief Constable to account. This includes monitoring how the force responds to crime, supports victims, and engages with communities. I also oversee how public money is spent, ensuring that resources are used wisely and equitably. This financial oversight is about more than budgets; it’s about trust. When people see that their concerns are being heard and their money is being used responsibly, confidence in policing grows.

But accountability doesn’t stop at performance metrics. It’s also about listening. Through Citizens’ Assembliesconsultations and community engagement, I hear directly from residents about what matters most to them. These insights shape policing priorities and ensure that strategies reflect real-life concerns.

The Police and Crime Commissioner role is not just about governance. It’s about leadership. It’s about making sure that the voices of our communities are not only heard but acted upon.

Checks and balances are the foundation of public confidence. And I am committed to ensuring that, in Cheshire, they remain strong, visible, and effective.
