The Police and Crime Commissioner has the option to appoint a Deputy Police and Crime Commissioner (DPCC), to help them fulfil their role.

Gemma Southern is the Deputy Police and Crime Commissioner and was confirmed by the Police and Crime Panel on the 19th July 2024.

Gemma is a communications leader with over two decades worth of experience working in professional services, including law and finance.

She understands how important it is to engage with a diverse range of audiences and explain key issues with impact. Gemma is a local councillor in Warrington and sits on a committee for building stronger communities.

She is married with two teenage sons.

Gemma’s portfolio includes:

  • Communicating impact and success of projects delivered in the Office of the Police and Crime Commissioner (OPCC).
  • Stakeholder communications and engagement.
  • Connecting and communicating the PCC’s priorities to day to day work.
  • Commissioning and finance – focusing on prevention.

She is also required to deputise for the PCC if he is unable to make a meeting / event.
