Congleton citizens' assembly

As part of listening to local people about policing and community safety, the Cheshire Police and Crime Commissioner (PCC) is currently holding the fifth citizens’ assembly in Congleton.

The Congleton citizens’ assembly is currently taking place, with a range of residents from across the local policing unit taking part in three face-to-face workshops.

During his slot at the assembly, Cheshire Police’s Chief Superintendent Saf Ali, Head of Local Policing, took part in the following question and answer session.

There is sometimes demand placed on officers that are admin tasks for central reporting that can take them away from the frontline so trying to balance meeting the reporting requirements along with operational delivery can be challenge.

Yes they are accurate and current, previous experiences may have varied but we are one of the best performing forces in the country currently.

The non-emergency number is 101. On average Cheshire Police answered 101 calls in just over 3 minutes 12 seconds for 2025

The message goes through all the options available to the caller and is timed so we really understand our abandonment rates. It would be difficult to change that automated message live time for any ongoing incidents

The Constabulary challenge where appropriate and push back decisions we don’t agree with, the Police and Crime Commissioners office is also involved in providing feedback to the Crown Prosecution Service.

Every hate crime is reviewed within force to ensure appropriate lines of enquiry are followed to seek the best possible outcome for the victim.

This was in relation to number of incidents reported versus the number of crimes recorded. This is based on the Home Office crime recording rules.

There are a set criteria where depending on the circumstances a crime must be recorded. However on some occasions the original report via 999, 101 or online may not always result in a crime being recorded.

Difficult to say, however the number of incidents into the Police are generally stable so there is no trend of people not calling us. We are more focussed on prevention and positive action which can have an impact.

This is difficult to quantify in numbers. However, we have a dedicated roads and crime unit, supported by the central ticket office and mobile speed enforcement vans that target specific areas of concern daily.

While we don’t have a specific cyber-crime unit, we do have in-house trained officers who support investigations involving mobile phones or other tech.

Each crime reported is managed by the right department whether there is a cyber element or not (for example financial crime may be managed by our economic crime unit).

To give us fair challenge. We look for open conversations and for people to tell us when we’ve got it wrong and right. However the challenge should be fair to help us improve, with context.

There are elements in all generations that display lack of respect so not specifically young people.

The Congleton Hub at Bromley Farm is there to attract youth and engage with them which is done very successful through ourselves and our partners at Cheshire East, in particular their engagement officer, Cara Williams who attends the location weekly. She states we have no problems and we have had no jobs reported at the location in recent months.

I have spoken to the Beat Manger for the area, PC Helen Weeks and the PCSO, Karen Linton and again, neither report any issues.

It can appear to locals who find it frustrating .

No, in Cheshire we have a clear process for managing unlawful encampments, with a dedicated traveller liaison officer who will work with business and the encampments to minimise disruption.

However we have to balance the encampments impact against the human rights element and some part of the legislation require the landowner (private land) to progress with the eviction process which we can then support to prevent a breach of the peace. It is a complex area.

Explained during the session but as part of a nationally trained tactic there is a requirement for more than 1 car (usually 4) to safely stop a vehicle that is failing to stop. This reduces the risk of serious injury or death to members of the public, officers and the suspect.

The courts follow sentencing guidelines and sometimes we can all have an opinion on what the sentence should be but that is for the courts to decide and justify.

There are 14 unsolved ‘cold cases’ in Cheshire.

The roads and crime unit also tackle driving without due care and attention which this would fall into.

The roads and crime unit and other officers (neighbourhood, response etc) will seize/issues offence reports for those committing these offences

It is retained in the yard for some time and if it is not recovered it will be destroyed.
