Governance Officer

To provide effective governance arrangements to support the statutory oversight and decision making function of the Police and Crime Commissioner.

Job purpose

To provide effective governance arrangements to support the statutory oversight and decision making function of the Police and Crime Commissioner, ensuring compliance with the Police Reform and Social Responsibility Act 2011 and all other related legislation and government policy.

Main responsibilities

  • Oversee the Office’s compliance with the Data Protection Act/UK GDPR Freedom of Information Act and other legislation/regulations and specified information orders as appropriate, ensuring that the appropriate registers are maintained, the website is regularly updated and any appropriate action taken.
  • Make approved changes to the Scheme of Corporate Governance and act as a point of contact to advise OPCC and Constabulary officers on governance matters.
  • Manage and administer the production of all agenda and documents for corporate meetings and other meetings as directed by the Chief Executive, to ensure documents are compliant with the legislation and procedures, as well as attending such meetings and preparing minutes and action plans, ensuring actions are disseminated and reports provided within agreed timescales.
  • To understand, apply and continuously develop and update the corporate governance arrangements to ensure the efficient and effective operation of the Commissioner’s corporate meetings.
  • Work closely with the Constabulary’s Governance Officer to enable a seamless governance process across the two organisations.
  • Work towards developing the use of AI and other technological solutions to improve governance processes across the OPCC.
  • Assist in the administration functions to deliver the PCC’s statutory and regulatory requirements in relation to the Police Complaints System regarding Police Misconduct Panels, Police Appeals Tribunals and police pension forfeitures.
  • Responsible for the receipt and initial assessment of complaint reviews working with the OPCC’s own complaints review manager to ensure they can complete the review to a high standard and within appropriate timescales.
