Assistant Commissioner

This unique role provides a direct and strategic link between the office’s Citizens Assembly programme and the Commissioner, ensuring a key election pledge is delivered.

The postholder will be required to develop, co-ordinate and deliver the assemblies, as well as a range of other innovative events and engagement initiatives to help inform the delivery of the Police and Crime Plan.

As Assistant Commissioner, you will have a public facing role ensuring key public and stakeholder buy in to successfully deliver citizens assemblies and associated work.

Main duties

  • Manage, develop and embed the Citizens’ Assemblies process end-to-end on behalf of the OPCC across the nine Local Policing Units in Cheshire, liaising with external providers as and when appropriate
  • Be the key adviser to the Commissioner on the citizens assembly programme, ensuring he is regularly briefed on progress against delivery of the assemblies, identifying any blockages and developing solutions to deliver an effective and sustainable programme of events
  • Produce a comprehensive and detailed report on the outcomes of the assemblies, identifying key actions and recommendations for the Commissioner & Constabulary, developing local plans as appropriate
  • Identify, develop and co-ordinate a wide range of associated events to complement the OPCC’s communication and engagement strategies on behalf of the Commissioner
  • Undertake appropriate research, benchmarking and identification of best practice, to ensure continuous improvement in community engagement. Ensure the strategies and associated mechanisms continue to be effective and meet the needs of the diverse communities of Cheshire.
  • Identify and test radical, innovative and practical events which support the Commissioner’s duties in respect of priority setting and consultation, and gather public opinion about policing services, priorities and budgets.
  • Encourage active participation and involvement of the public in assemblies/events by engaging with the voluntary, community and faith sectors, together with external agencies to develop links that improve coordination and collaboration in relation to the holding of successful events.
  • Develop effective working relationships with the Constabulary’s Corporate Communications Department to ensure the appropriate coordination of activities where necessary.
  • To maintain an awareness of the activities across the Office of the Police and Crime Commissioner, anticipating demand, highlighting risks and providing support and assistance as necessary to ensure the office delivers the Commissioner’s agenda.
