Commissioning Officer

To support the Principal Commissioning and Partnerships Officer in ensuring that services are strategically relevant, meet identified needs and agreed outcomes, achieve performance targets and are high quality and cost effective.

Job purpose

To support the Principal Commissioning and Partnerships Officer in ensuring that services are strategically relevant, meet identified needs and agreed outcomes, achieve performance targets and are high quality and cost effective.

Main responsibilities

  • Lead and contribute to the development of commissioning policies, procedures and frameworks in the commissioning cycle including the design and development of service specifications for future commissioned services.
  • Provide advice and guidance, as directed by the Principal Commissioning & Partnerships Officer in all aspects of the commissioning cycle including a lead role in the delivery of a Youth Engagement contract.
  • Support the implementation of the commissioning model and policies and produce briefings as required.
  • Ensure effective performance review arrangements are in place to manage contracts.
  • Evaluate and appraise tenders and bids for commissioned services and make recommendations for the grant of funds.
  • Monitor service delivery against expected outcomes and report on performance achieved.
  • Develop relationships with the voluntary sector in order to identify future joint commissioning opportunities.
  • Liaise with internal departments such as Legal Services and Procurement on commissioning activity.
  • Monitor budgets, using relevant financial and procurement procedures and processes; and undertake transactional financial tasks liaising with the Principal Commissioning & Partnership Officer and Chief Finance Officer as appropriate.
  • Manage, promote and administer the Commissioner’s Community Safety Fund and other small grant activity.
  • Represent the Commissioner or the Principal Commissioning & Partnerships Officer at partner meetings as appropriate and submit briefings on key issues and outcomes from such meetings.
  • Undertake project work as requested by the Chief Executive.
  • To maintain an awareness of the activities across the Office of the Police and Crime Commissioner, anticipating demand, highlighting risks and providing support and assistance as necessary to ensure the office delivers the Commissioner’s agenda.
