Complaint Review Manager

To independently conduct reviews of police complaints, on behalf of the local policing body as the relevant review body, in accordance with relevant legislation and IOPC statutory guidance on the police complaints system.

Job purpose

To independently conduct reviews of police complaints, on behalf of the local policing body as the relevant review body, in accordance with relevant legislation and IOPC statutory guidance on the police complaints system. To ensure legislative and procedural compliance in respect of the receipt, assessment and handling of applications for review received by the OPCC, from members of the public, following the outcome of a complaint to Cheshire Constabulary.

Main responsibilities

  • Responsible for the receipt and initial assessment of applications for review submitted by members of the public, pursuant to relevant legislation, statutory guidance and OPCC procedures.
  • Assess the validity of an application for review, record and monitor all information relating to a review, in accordance with internal OPCC procedures.
  • Conduct reviews on behalf of the local poling body as the relevant review body, retrieving data from the Centurion database (and other sources) in order to effectively handle a review.
  • Draft correspondence on behalf of the relevant review body, including review outcome letters.
  • Ensure review outcomes and any subsequent correspondence meet all relevant statutory and regulatory requirements, are transparent and can withstand any challenge through subsequent Judicial Review proceedings. This will deliver and improve public confidence and perceptions in respect of police legitimacy and transparency, specifically with regard to the police complaints system.
  • Identify all potential learning or remedial opportunities from review cases and ensure this is effectively communicated to Cheshire Constabulary Professional Standards Department as the Appropriate Authority, as well as review applicants.
  • Ensure all recommendations are recorded and support the Principal Governance & Compliance Officer in monitoring subsequent implementation by the Appropriate Authority.
  • Undertake specific project work as instructed by the Principal Governance & Compliance Officer.
  • Work as part of the wider OPCC team to provide resilience in periods of absence/leave.
  • Develop and maintain good working relationships with internal and external stakeholders.
