Project Manager (Delivery)

To be responsible for the co-ordination, development and delivery of projects and initiatives within the Office of the Police and Crime Commissioner using a project management approach.

Job purpose

To be responsible for the co-ordination, development and delivery of projects and initiatives within the Office of the Police and Crime Commissioner using a project management approach.

The postholder will be responsible for oversight and delivery of developments linked to the Commissioner’s Police and Crime Plan and for successful implementation and reporting of internally and externally funded projects.

Main responsibilities

  • Lead on the development and successful completion of specified medium sized projects (including Anti-Social Behaviour project) within the OPCC to deliver project objectives on time and within budget.
  • Ensure that realistic project and quality plans are developed and maintained and manage expectations of project stakeholders.
  • Work with the OPCC Chief Finance Officer and Principle Commissioning and Partnerships Officer to develop a project budget and project plan that meet the requirements of the project funding authority.
  • To project manage the implementation of legislation and statutory duties placed upon the Police and Crime Commissioner and their office.
  • To attend relevant meetings on behalf of the OPCC, including those associated with the governance of specified projects.
  • Develop guidelines, procedures, and templates to collect and maintain consistent data and provide hands-on delivery support for OPCC projects.
  • Develop change/project/programme and portfolio management and delivery expertise; acquiring knowledge and skills to update learning and contribute to organisational objectives.
  • Engage with the Senior Management Team to facilitate the identification and management of benefits being realised from the specified projects in support of the Commissioner’s Police and Crime Plan.
  • Secure support and assistance from partner agencies, in the public, private and voluntary sectors, in the delivery of the projects.
  • To manage relevant stakeholders (internal and external) to ensure completion of project tasks within planned timescales and budgets to produce a solution that will meet quality criteria.
  • Ensure relevant due diligence checks have been undertaken and reporting and quality measures are in place.
  • Carry out research into best practice and feed this into the project delivery, making changes where necessary to ensure full delivery against project objectives.
  • To identify and monitor project issues, actions, changes, and risks to ensure projects are developed and delivered with effective cost, quality, and timeliness controls.
  • To develop and actively maintain project reporting requirements across a range of governance groups and partners.
  • To collate information and produce project reports and logs and to work in partnership with partners to prepare and agree evaluation and benefits realisation reports.
  • Complete and collate quarterly project returns, including collation of budget and actual spend and performance data where appropriate.
  • Ensure the Commissioner and OPCC meet their duties and responsibilities for equality, diversity and human rights and help promote the Commissioner’s commitment to equality.
  • Any other duties commensurate with the post as directed by the Principle Commissioning and Partnerships Officer
